Health Insurance calls for a call for tenders for the Health Data Hub

The Health Data Hub, a megafile of French health data, must be the subject of a “call for tenders with the establishment of an independent commissionto choose its new host to replace Microsoft, said the Board of Directors of Health Insurance in a notice published Thursday. “Deprecatedby the controversy, the Health Data Hub needs to “some safeguards to regain trust“, Estimates the Council of the National Health Insurance Fund (Cnam).

The instance, which recalls its “full supportto the project, however, never digested the choice of the American giant Microsoft to host this public platform supposed to bring together all the health data of the French, in order to facilitate medical research.

This choice was made in the summer of 2019 “without tender” and “in relative urgency“, despite the “risk of unauthorized data accessfrom the United States, she underlines.

In the meantime, the Council of State and the IT and Liberties Commission (Cnil) have called the government to order, which had undertaken in February 2021 to find “a technical solution” in accordance with national and European law within a period “not exceeding two years“. To repatriate the Health Data Hub on “a sovereign technology platform“, the Council of the Cnam asks for a transparent selection.

Governments should thereforemake public” the list of “nine eligible hosting solutionsidentified, andcommit to a specific migration schedule“. Above all, it will takeissue a call for tenders following an independent audit” and in “publish the exhaustive specifications“.

These proposals come as the project has been on hold since the end of December, the government having then withdrawn its request for authorization from the CNIL, which is essential for the full implementation of the platform. A temporary withdrawal justified by technical reasons, but also allowing to avoid a disavowal on this sensitive subject in the middle of the presidential campaign.
